As policy makers continue to consider how to mitigate the economic fallout of COVID-19, there are naturally questions about who should be getting help from the government. Chicago Booth’s Joseph S. Vavra says that making transfers to shareholders of airlines and other large companies will probably provide less bang for the buck than providing assistance to small businesses that are less likely to bounce back after the health threat has receded.
