In this talk, William Howell, a widely published expert on presidential power, will discuss the various sources of institutional dysfunction in Washington. Howell argues that resolving the gridlock requires meaningful reform—but not to Congress. Instead, he suggests a course of action that would consolidate and advance historical trends to a more powerful chief executive. Howell is the Sydney Stein Professor in American Politics at the Harris School of Public Policy, professor of political science, and codirector of the Program on Political Institutions. He has recently completed two book projects: The Wartime President, forthcoming from the University of Chicago Press, and Thinking about the Presidency, forthcoming from Princeton University Press
