While political gridlock and fiscal crisis have been the most prominent themes for an extended period in depictions of state government, matters of consequence for entrepreneurs are always on the Springfield agenda, with the treatment they receive worthy of our attention. And even in the face of headwinds, leading national initiatives can be launched.


As case in point, we will welcome two distinguished state officials who brought personal records of substantive business experience prior to their appointments by Governor Rauner. They will discuss the new Secure Choice Savings Program aimed at employee retirement security and commercialization services providing project assistance to small business across their stages of development.

Randy leads the unit of the Illinois Department of Commerce and Economic Opportunity that focuses on small business innovation. He previously held senior positions as a financial services executive at MZA Group, MF Global, HSBC and Morgan Stanley. He earned his BS at Florida Atlantic U. with further training in finance at Pace U.

David Rappaport (Panelist)

David's primary professional role is as co-managing partner of his financial advisory firm, Rappaport Reiches Capital Management. He previously worked at Sanford Bernstein, Goldman Sachs and Arthur Andersen. A CPA, he earned his BS at U Illinois Urbana Champaign and his MBA at Northwestern U.
