The State of Illinois continues to operate at record deficits. Election time is here, and the fiscal state of affairs of Illinois is on top of voters minds. Locally, the City of Chicago is grappling with financing and budget decisions of the past in order to right the ship. While progress is being made, more is necessary. Join us on May 13 as we welcome Rick Mattoon, of the Chicago Fed, and Sarah Wetmore, of the Civic Federation where they will present an outlook on the fiscal conditions of Illinois and Chicago.

Rick Mattoon (Speaker)
Senior Economist and Economic Advisor, Federal Reserve Bank of Chicago
Rick Mattoon is a senior economist and economic advisor in the economic research department of the Federal Reserve Bank of Chicago. Mattoon's primary research focuses on issues that face the Midwest regional economy. Mattoon began his career at the Chicago Fed in 1990. In 1997, he left the bank to serve as a policy advisor for economic development, energy and telecommunications to the Governor of Washington. He later served as director of policy and legislation for the Washington Utilities and Transportation Commission. He returned to the bank in 2001.
Mattoon's work has appeared in the National Tax Journal, State Tax Notes, Public Choice and Society. He is the co-author of a chapter on state and local governments and the national economy in the Oxford Handbook of State and Local Government Finance.
Mattoon serves on the Board of the Chicago Manufacturing Renaissance Council, the Advisory Committee to the Chicago Workforce Investment Council, the pension committee of the Civic Federation and is a member of the Joint Advisory Board of Economists to the Governor of Virginia. He also serves as a lecturer at the Kellogg School of Management at Northwestern University.
Mattoon received a B.A. from Kenyon College and an M.A. from the University of Chicago.
Sarah Wetmore (Speaker)
Vice President and Research Director, Civic Federation
Sarah Wetmore is Vice President and Research Director for the Civic Federation. Sarah Wetmore oversees all of the organization's research efforts, which span analysis of budgets and tax and fiscal policy for local governments in the Chicago area as well as the State of Illinois. She additionally develops the Federation's annual research and legislative agendas and specializes in research on property taxes and pensions. Sarah joined the Federation in 2006 and was previously the Civic Federation's Director of Communications, managing all media and public relations in addition to directing the redesign of the Federation's website.
Sarah earned her Master of Arts degree in the Social Sciences from the University of Chicago in 2004. Her 2005 Johnson Prize-winning thesis, "The 2001-2002 Crisis and Democratic Stability in Argentina," used a case study comparison methodology to explore the impact of the 2001-2002 politico-economic crisis on Argentine democracy.
Sarah serves as a trustee of the Governmental Research Association (GRA) and as a member of the University of Illinois at Chicago Department of Public Administration Advisory Committee.
