The US business and tourism communities envision expanded opportunities in the wake of the recent thawing of US and Cuban relations. The stage is being set for the establishment of diplomatic relations at the same time that a private sector is emerging in Cuba. Alberto R. Coll cautions that significant breakthroughs on trade, economic liberalization, and private investment are still some time away due to contentious issues, such as Guantanamo, the embargo, Cuba's inclusion in the terrorism list, and human rights. Nevertheless, there are opportunities open for individuals and companies willing to exercise considerable patience, creativity, and long-term vision. How should the US business community respond? What is needed politically, diplomatically, legally, and economically to make the opening sustainable in the aftermath of 50 years of animosity? Alberto R. Coll, a legal scholar, Cuban refugee, senior US government policy analyst and official, JD/PhD in government and foreign affairs, and expert on Cuba's current domestic developments, is uniquely qualified to address these topics. Alberto R. Coll (Speaker)
Professor of Law, DePaul University

Before joining DePaul in 2005, Dr. Alberto R. Coll served for five years as Dean of the Center for Naval Warfare Studies at the U.S. Naval War College in Newport, Rhode Island. He graduated cum laude from Princeton University in 1977, and earned his J.D. and Ph.D. in government and foreign affairs from the University of Virginia. In 1982, Coll joined the faculty at Georgetown University, and in 1986 he was appointed Secretary of the Navy Senior Research Fellow at the Naval War College. In 1989 he became the youngest holder of the Charles H. Stockton Chair of International Law, the college's oldest chair.

From 1990 to 1993 Coll served as Principal Deputy Assistant Secretary of Defense, helping to oversee the Defense Department's policy, strategy and $3.5 billion budget in the areas of special operations forces and "low-intensity" conflict, including all counterterrorism forces. For his work, he received the Secretary of Defense Medal for Outstanding Public Service.

Professor Coll is the author of The Wisdom of Statecraft and editor of several books on international relations and law. He is the author of prize-winning articles in the American Journal of International Law and the Naval War College Review, as well as articles in the Harvard International Law Journal, the University of Pennsylvania Journal of International Law, the U.C.L.A. Journal of International Law and Foreign Affairs, Washington Quarterly, Foreign Policy, and others. He has served as consultant to the Rand Corp., the Pew Charitable Trusts, the Ford Foundation, the Carnegie Council on Ethics and International Affairs, and the U.S. Information Agency, as well as numerous defense and intelligence organizations in the United States, Europe, and Latin America.

He lectures widely on American foreign policy and grand strategy, and international legal, political, and security issues, at the invitation of defense ministries in Latin America and Europe, including the United Kingdom Defense Academy, the Spanish Armed Forces War College, and the Argentine Ministry of Defense. He is also a noted expert on Cuba, U.S.-Cuba relations, and ongoing economic and political developments in the island, having traveled there on numerous occasions over the last fifteen years.

From 2004 to 2005, Coll was anchor of Global View, a weekly one-hour television show on world affairs featured by A&E's History Channel. He is a member of the Council on Foreign Relations, the Virginia Bar, the Chicago Council on Global Affairs, and a frequent commentator on the Voice of America.
