Ross Hemphill (Panelist)
Vice President, Energy Acquisition, ComEd
Ross C. Hemphill, Vice President of Energy Acquisition is responsible for managing ComEd’s electricity supply procurement, retail electric supplier operations, PJM billing & settlement, and wholesale contract administration. Additional responsibilities include managing regulatory processes associated with power procurement and assuring adequate supply resources are available to reliably serve the energy requirements of ComEd’s customers. ComEd is a unit of Chicago-based Exelon Corporation. ComEd delivers electricity to approximately 3.8 million residential and business customers across northern Illinois, or 70 percent of the state’s population. Exelon Corporation is one of the nation’s largest electric utilities with approximately $19 billion in annual revenues. The company has one of the industry’s largest portfolios of electricity generation capacity, with a nationwide reach and strong positions in the Midwest and Mid-Atlantic. Exelon distributes electricity to approximately 5.4 million customers in northern Illinois and Pennsylvania and natural gas to approximately 480,000 customers in the Philadelphia area. Exelon is headquartered in Chicago and trades on the NYSE under the ticker EXC.
Casey Herman (Panelist), PwC
Casey has over 25 years of industry experience serving power and utility companies in a variety of capacities.
He has extensive experience providing testimony in various regulatory jurisdictions on a variety of accounting, rate making and affiliate transaction issues. He is a frequent speaker at industry events for organizations such as EEI, AGA, NARUC as well as the Staffs of the FASB, IASB and SEC.
Casey has significant SEC reporting experience and has assisted many clients through major business acquisitions, dispositions and mergers, issuances of complex capital instruments, challenges with corporate governance issues, and navigating complexities in a business environment with multiple regulatory jurisdictions.
As the Leader for the Power and Utilities Sector, Casey is responsible for all three of the Firm’s lines of service: Assurance, Tax and Advisory. He has responsibility for managing various practice functions including partner succession and rotation matters as well as the development of people.
Along with serving in the Litigation Services Practice, Casey served two years in the Crisis Management Practice delivering business reorganization services to troubled entities.
Ann McCabe (Panelist), Illinois Commerce Commission
Ann McCabe was appointed to the Illinois Commerce Commission in March 2012. Commissioner McCabe is a member of the NARUC Critical Infrastructure and Electricity Committees. In October, she became President the Organization of PJM States board; she also chairs the Independent State Agencies Committee, which advises PJM on transmission-related issues. (PJM is a regional transmission organization (RTO) that coordinates the movement of wholesale electricity in all or parts of 13 states and the District of Columbia.)
As the principal of Ann McCabe & Associates and a partner at Policy Solutions Ltd., she did policy analysis, advocacy, and outreach on energy and environmental issues for a diverse range of clients, including trade associations, corporations, and environmental non-profits.
For ten years, Commissioner McCabe managed environmental and fuels regulatory issues at Amoco and BP. Her prior state government experience includes four years in the State of Illinois' Washington, DC office, where she focused on the Clean Air Act Amendments of 1990. In the mid-80s, she served as a commissioner’s assistant at the Illinois Commerce Commission and as a state budget analyst.
Commissioner McCabe holds an M.A. in public policy from the University of Chicago and a B.A. in political science from Williams College.
