The new plant in Britain by EDF and Chinese groups project marks a major success for the nuclear industry after the disaster of Fukushima of March 2011. London and EDF have revealed the foundations of the agreements to allow the french public electrician and his partners to build two EPR reactors at Hinkley Point, a project estimated at nearly 16.5 billion euros. The arrival of Chinese companies, and also the participation of Areva, around the project led by EDF shows how the world has changed. The U.K, which sought to renew its aging nuclear fleet and was in need of foreign investment to cover the necessary massive investments, opened the door of the sector to Chinese enterprises. The launch of the Hinkley Point project will be especially beneficial to the French sector, which will benefit from hard-won experience in France at Flamanville (Manche) and Finland.

Dominique Lagarde graduated from the Ecole Polytechnique (85) and the Ponts et chaussées, and began his career at TOTAL Oil Marine in London, then continued, from 1991 to 1997, at the Nuclear Safety Authority. He led in 1997-2000 the operation of reactor Osiris at the Commissariat à l'Energie Atomique.
In 2000, he integrated EDF, at the Direction of Distribution EDF GDF Services, where he conducted the activities of EDF GDF Services Seine-et-Marne in 2002/2003. Late 2003, he was appointed Deputy Director of Communication and of Public affairs of the group.
Director of President's Office in September 2004 and Deputy General Director, responsible for Strategy and Coordination in March 2006, Dominique Lagarde becomes, in May 2008, EDF's General Manager in charge of Human Resources and Communication. Since April 2010, he is Executive VP in charge of Nuclear Engineering.
