Kenneth J. Phelan is Fannie Mae's Executive Vice President -- Enterprise Risk Management and Chief Risk Officer for the company. He reports to the President and Chief Executive Officer and has leadership responsibility for credit, market, and operational risk management across the company. Mr. Phelan has an extensive background in risk management, most recently as Senior Executive Vice President, Risk Management Group at Wachovia Corporation. Prior to Wachovia, he served as Head of Risk Management Services at JPMorgan Chase & Co. and earlier as Head of Risk Strategy Development for Legacy Bank One. Earlier in his career, he held senior positions at UBS Warburg and CS First Boston. Mr. Phelan has a juris doctorate from Villanova University School of Law; a master of science in economics from Trinity College, Dublin; and a bachelor of arts in business administration from Old Dominion University.
